I want to specify a carbon steel wire tensile strength of 124-130 kpsi for a product that we make, but it needs to be the lowest carbon content possible (perhaps .25)
can anyone tell me how to find the minimum carbon content that will enable the wire to achive this strength?

Suppose you have to draw .250" rod to a wire size of .120", for an aproximate tensile strenght of
124-130 KSI you would need to use a SAE- AISI 1006
steel Rod.
