As my lecturer in university ones upon said:
"the result of a welding procedure depends of the character of the welder"
so it it very important to control the process and to inspect the result.

1.Current Required ? as per Diameter & Carbon % of steel wire
The current required to make a weld on steel is dependent upon the size of rod being welded, for example .062” diameter will require 10 amps. at 115 volts, while .750” diameter would require 50 amps. at 460 volts. Carbon content does not determine the amount of current for welding however the higher the carbon content the more there is a need to anneal. 1008 material for example requires Little or no annealing depending on the application while 1050 would definitely need to be annealed.
2.Annealing Time
There are many variables regarding annealing; size of rod, welder settings and temperature needed to anneal that particular carbon content.
I hope this helps if not please try to be more specific with the questions.
